This role sits within the Planning Services team and is responsible for providing support on heritage, climate change and statutory and strategic planning matters, as well as for providing a high level of customer service to the public. This is a part-time position of 15.2 hours per week (2 days), for a fixed-term period to 15 June 2026.
The City of Subiaco Planning Services team was recently awarded the 2025 Planning Institute of Australia (PIA) (WA) Local Government Team of the Year (Band 2-4), along with several other awards for improving planning processes and performance and innovation in development assessment. The key responsibilities of this role are to:
- Coordination and preparation of zoning (orders and requisitions) certificates.
- Preparation of referral correspondence for development applications.
- Advertisement preparation and lodgement.
- Preparation of general correspondence.
- Maintenance of hard copy planning information at front counter (e.g. scheme text, application forms, information sheets, development guidelines).
- Assist in the preparation of annual reports.
- Research, undertake surveys and investigations, and assist with the preparation of reports on Heritage and Climate Change related matters.
- Assist with monitoring and implementing the City’s heritage incentives, including the Heritage Advisory Service and the Heritage Grants Scheme.
- Update and maintain the City’s heritage databases. Provide assistance with Local Heritage Survey reviews, the designation of heritage areas and individual heritage listings. Tasks may include research, site visits and assistance with community consultation and engagement.
- Process development applications for building works and changes in use within the City of Subiaco. Tasks include assessment, site visits, consultation with affected residents, negotiation with applicants and report writing.
- Process DevelopmentWA referrals for development applications for building works and changes in use within Redevelopment areas, tasks include assessment, site visits and report writing.
- Process Western Australian Planning Commission referrals for subdivision and amalgamation and process development applications for works on Metropolitan Region Scheme land. Tasks include assessment, site visits and report writing.
- Provide assistance to other officers for State Administrative Tribunal reviews of planning decisions. Tasks may include research, site visits and provision of assistance to officers during the appeal process, including preparation of appeal materials and documents.
- Any other duties as required.

Essential criteria:
- Understanding of Western Australian planning and related legislation, policies and procedures relating to development.
- Proven ability to deal with the public in a professional and competent manner.
- Highly developed interpersonal and communication skills.
- Demonstrated high levels of personal organisation and ability to work under pressure.
- Advanced ability and experience in using computer systems.
Desirable criteria:
- Understanding of heritage management mechanisms and/or climate change.
- Experience in, or progression towards, qualifications in urban planning, local government administration, or a related discipline.
- Understanding of computer programs related to planning, GIS, design and communications material such as GIS applications, Adobe Creative Suite, and Sketh up.
Salary package:
In line with the City of Subiaco Inside Staff Industrial Agreement 2025, this position is classified as a Level 4. The salary range is $74,220.64 to $84,667.44 per annum pro rata, exclusive of superannuation.
